Why is this a problem? The Emperor is as enthralled by the Dark Side as is Vader; he just doesn’t fight it, is perhaps too far gone (or too naturally nasty) to ever fight it. As for the relationship between Vader and his Emperor, perhaps the latter is simply more powerful, stronger with the Dark Side; perhaps his long experience with it has taught him more tricks; perhaps it’s simply a matter of a master/servant relationship imprinted on Vader too early in his service to reverse.
